THE VOICE OF BULA PESA WARD RESIDENTS ON THE C.I.D.P.
Mr Governor and your esteemed team of expert that drafted the county development plan for 2017-2022 , allow us as Bula Pesa residents and as a common Mwaninchi to air our grievances. Without much a do these are following pertinent issues .
WATER,IRRIGATION,ENERGY,ENVIRONMENT AND NATURAL RESOURCES.
We wanted adequate water supply,proper sewage and drainage system in which your government was supposed to maintain. In your C.I.D.P you addressed a few issues like
a. Bula mpya water supply system allocated 2.5M
b.Bula Mbao borehole drilling and equipment allocated 7M
We have appreciated the above clearly addressed issues but we need more support and adequate funding to ensure every part of Bulla Pesa Ward gets water from these yet to be sunk boreholes.
Matters of agency such as
a. Flood control (65M all Wards)
b. Water and sanitation (25M all Wards)
c. Tree Planting (15M 10 wards)
d. Mapping and fencing of public cemeteries (75M ten Wards)
...have been mentioned. In which the people of Bulla Pesa Ward preferred to have a specified C.I.D.P i.e if it's flood control the people of Bulla Pesa would like to know what exactly are we to get.
LAND URBAN PLANNING ,ROADS,INFRASTRUCTURE,PUBLIC WORKS AND HOUSING.
The C.I.D.P highlights only two roads Soko mjinga Kambi Ya juu road which is as we all know under the national Government project. Secondly we have Pemudo - Methodist church-Waso Kambi Ya juu road. If things go as they have featured on that C.I.D.P these are the only roads that we'll have done in the entire 5 year rule of Kuti's regime. We already feel disappointed but we want to remind you sir to look into the following roads; Bulla Waso Kambi Ya juu road, stage Bula Pesa road, Soko mjinga Pemudo road, Kanguto- Poolman road just to mention a few impassable roads which if ignored for five years will render taxpayers marginalized under the same county government. We had requested for construction of more than or possibly close to four bridges but guess what you have only awarded us with one bridge which is still under the national government project since it will be built along the Soko mjinga Kambi Ya juu road.
We had requested for ;
Murraming of Waso -Kambi ya juu, Isiolo Moyale Highway - Mabatini,Highway Holiday inn-Matter care-Sacred Heart , Waso Highway,Road opening along the red cross area,Waso matter care including a culvert, Flood lights (Catholic mission, pepo LA tumaini,Sacred heart and Mabatini)
DRAINAGE - Marire (Soko Mjinga) , Kambi Ya juu ( from Iwasco towards Bulla Pesa) Drainage system should be priorated due to the heavy rain coming from Meru that's always flooding our city and affecting our daily activities.
HEALTH SERVICES .
Equipping of nonoperational health centers and operationalization of health centers that are not working including Bulla Pesa dispensary.
b.Dispensary-Kambi ya juu and Mabatini.
c. Equipping and facilitating of community health workers
d. Construction of public toilets.
e.Construction of a maternity Hospital .
...and many more but a few to mention.
Our eyes are glued to the proposed Bulla Pesa dispensary and maternity kindly look into the previous county development plan and at least capture 50% of our proposed plan.
Away from the above issues, Bulla Pesa Generates 42% of the revenue collected in this county yet we are the most overlooked ward in Isiolo county .We have rumours that you (Governor) are planning to cut our Ward allocations by half of what is not even enough starting from the next budget budget year. It is said that you'll give out 90million this year and then make it 45 million starting from next year even after the world Bank Donation.
We are tired of being taken for fools and for a ride,And If the Governor doesn't amend the issues listed in the C.I.D.P then you'll face a hard time from the Bula Pesa residents. We also feel a bit left out when we read C.I.D.P issues of concern such as education, Youth Employment and inclusion in the Government,Jua Kali workers and PWD have been either arbitrary been omitted. Going towards towards it will be so hard for unemployed youths living in Bulla Pesa. We want to make it clear that this time round You won't be pocketing our money like you have been doing in the past 15 years together with 'Others'
Overlooking Bulla Pesa this time will even affect the county workforce .
